extra switches next to heated steering wheel switch

I'm wanting to use the switch blanks next to the heated steering wheel switch. Why would they put in blanks if they cannot be used in the future? I've seen the aux switch panels, but from what I understand, they cannot be modified. Any ideas here??
I get the feeling this has been around the world a few times and I may be SOL.
