Are features that are not enabled due to low post count or?

Like, some notifications I have received won't let me view them, saying I don't have permission to access them, and pics i have posted are the same way, if I click on them it tells me I can't view them.

Id there somewhere on here that explains all of this?

If there is, I am not seeing it.
