My suggestion was to get a used rebuild-able HX40 and put a new set of bushings in it with a boost fooler. It's probably a less expensive solution than a lot of the other stuff mentioned. It will increase air volume as well as boost so he should get better mileage as a bonus. It's really not hard to rebuild a turbo. If the wheels are good it should be in balance just mark the nut position on the compressor wheel to get it back if the nut has been ground. If it hasn't your golden.
