Depends on if you have leaf or coil spring suspension. If it's wrap you most likely have leafs. Coil springs are on 13 or 14 and up 2500s, leafs on all 3500s still.

If it is you may have a dirty or sticky bushing. Did you try hitting it with a pressure washer? But, 3rd to 4th shift is pretty specific. If you baby it does it do it during other shifts? Or only that one? Coils shouldn't wrap, they basically have a 4 link under them eg. What is under drag cars. But you should be able to rule out bad bushings on a 16.

I can run it hard or baby it all the way through all of the gears and its only between 3rd and 4th.

If the 3-4 shift is the only time you hear it, then it's probably a trans or torque converter issue. Either hard parts or tuning issues.

I listen to my radio on 10 most of the time. So if it's at 15 or 16 then it's significant noise. What did your local stealership say? Do you have deletes and a tune? All stock? Sorry if it's already been stated previously.
