It would appear that your OBD port is connected to the TIPM and that it could indeed be bad.
One other check I recommend is measuring the resistance between pins 6 and 14 at the OBD with the batteries disconnected.
Generally, if the CAN bus wires are all in tact, you will measure approximately 60 Ohms.

It shows us that your CAN Bus circuit is physically intact, at least all the way to both of the modules with the terminating resistors.
I am thinking possibly a bad TIPM.

Would all these readings be the same if the ECM wasn't working?
At this point, we can't talk to the ECM.
The OBD port power and grounds check are good, and the TIPM communicates with them.
The CAN bus circuit wiring appears to be intact.
We don't know if the TIPM is not communicating with the ECM or if the ECM is not communicating with the TIPM.
You will need a CAN Bus topology layout and an oscilloscope to perform a more in-depth diagnosis.
A higher-end scan tool would let you know if the TIPM communicates with any other modules; otherwise, I would suspect a bad TIPM.

I recommend a tablet-style scan tool with a CAN bus topology, such as the Autel, Thinktool Pro, or Topdon.

I'm getting code U1601- ECU application software CPDE 1 missing or corrupted, U0101-TIPM lost communication with TCM, U0100-TIPM lost communication with ECM/PCM, U0141-WCM lost communication with IPM (FCM/TUPM), 3 different open circuits in TIPM.
OBD2 scanner was able to read and clear codes!
Sounds like the TIPM, do the codes return, can you communicate with any other modules?
