My advice would be to follow the attached troubleshooting procedure step by step.
Do not add any steps or speculate.
With both PCM and EGR Valve disconnected, there should not be any voltage on K673 or K674 and above 5 Ohms resistance between them and K834.
Check for open or high resistance on K673 and K674 between the EGR valve and PCM.
All the above checks need to be performed with both the EGR Valve and PCM disconnected.
Then, proceed with step #9 at the PCM.
