The popping at cold start could be that its not getting enough fuel till it warms up a bit. Diesel is oil and it takes a couple minutes to thin out. Is your grid heater working it could be that the air is just too cold to complete the cumbustion cycle.
Maybe 2 MPG but not 10. 3.73 would be the same as the Dodge. There may be a slightly off speedo. But all that sounds like you're within factory tolerance. +/- 300 LOL

Set the valves, do injectors, has the timing been advanced, does the KSB solenoid work? 16 cm housing on stock turbo will help spool up. Look up Tim Worline. He has a very nice first gen. He makes cooler tubz (intake pipes). What are your boost and pyro readings? First gen engines are easy to get to perform well. They may not have huge hp #s but they have a lot of torque
