So I'm pretty sure when you take the old shock off, and it explodes over everything, that means it's bad?
Given the shocks themselves, can they be rebuilt so I have a spare set?
Or are they completely trashed?

It's your call, but it doesn't look good for the one in the photo.
It will probably cost as much or more than purchasing a new one with shipping.
Plus, I am unsure if they were sized correctly for your lift.

That's true. I can't find a model number on them, and there's no guarantee they are the right ones.
Is the contents inside just oil?
Can I wash my shoes with soap and water, and eventually, they'll be usable again, or is there something in the fluid that I would want to throw away?
I'm not sure if there's some toxicity or if it's just basic oil.

It's an essential oil, usually a fully synthetic product.
It's sometimes hard to remove due to the reasonably light viscosity.
For your driway a lighter oil may be necessary to get it to lift the stain, think paint thinner acetone.

I just checked the Fox website; the oil they list is JM92, red.

I'm pretty sure those shocks would cost about the same or more for a new one if you try to rebuild them.
You could try a few cans of brake cleaner, a stiff scrub brush, and purple power.
It might take some of that stain off the concrete.
As for your shoes, I doubt you will get them clean again.
Maybe use them for projects around the house that you know your shoes will get dirty.
