This is a safety concern, as this welder was only focused on a dollar sign.

I would do precisely what is suggested above.

    Where was he grounded?

The bottom weld looks better than the top; he ran too hot.

Please don't take my words as a bad criticism towards you by any means, but I would ask for a repass to be done.
I don't take your words personally, of course not!

He was grounded outside the frame, just past the steering gearbox bolts.

I spoke with my normal welder who referred this guy, and his response was, "He (the guy who did the work) specializes in heavy equipment repair and structural steel, and he's more than qualified to do the repair."

I have complete confidence in my normal guy who referred him if those words from a competent welder speak to the abilities of the guy who did the repairs.

On mine, I added another plate on the outside of the factory plate and welded it all around the perimeter, as well as to the plate that overlaps the bottom one, if that makes sense.

The bolt is long enough to add the extra material.

I could have done another plate over the two, but I needed a new, longer bolt.

My 2017 is a slightly different design.

There are many ways to make this more robust, with added material, gussets, and bracing to the frame rails.
