I recently purchased MM3 express tuning from the Doctor and was wondering if you could unplug all the tuner parts, including unlock cable and unlock module, from the truck after tuning?

Yes, you can unplug as described above and remove your MM3 tuner.
Your PCM will remain flashed and continue with your tune.

Thought I read somewhere that if you are in a power level (say 60hp for example) and then unplug all the hardware, it will revert to the lowest power tune (30hp).
Is that blowing smoke or accurate?

Correct, when the MM3 is disconnected the tune will default to the lowest HP tune.
In the case above with @Pop he has the express option that only comes with one HP tune, so he will default to that.

Just for clarification for someone searching this topic, this is only if you remove everything.
If you ONLY remove the MM3 monitor and leave all cables plugged in, it will remain at the power level you selected.

Unplugging any part of the MM3 will default to the lowest power level upon the next key-on cycle.
If you want to remove the MM3 and keep it on a certain power level, you can use a CSP5 switch that plugs into the OBD, provided you have switch tuning with multiple power levels.

So for those of us with your MM3 Lite option (power level switching but no novelty tunes) is it as simple as buying a CSP5 switch and plugging it in or does your tune need to be configured to accept this switch input?
