Ok but when I pushed the red cap into the port opening is when I saw the air bubbles coming from the base opening

Could be anything from fuel filters, FCA, low lift pump pressure , bad rail pressure relief , injectors returning too much fuel , CP3 going bad etc hard to tell with out testing the fuel system.

I can guarantee you once the lines are tightened down there will be no fuel leaking from the bottom of that fitting on the rail.

I must have read this wrong

Assuming that everything was tighten up key ready, the rail is in fact leaking

Giving this maybe the situation, he claims the codes are being generated

The cap you pushed in doesn’t have a flare fitting like the injector line to seal against the rail.

The line seals to the rail with the flare fitting.

I don’t have a rail or inj line here at the house to take a picture of but the rail and inj line has a flare fitting if you look at the nut on the injector line it presses the injector line into the flare on the rail when it is tightened and seals off the rail.

    I gotcha thanks bud

I think I was over thinking or just not understanding the OP

Thought with the rail pressure code and the leaking he has, is why the rail press code was in place

An asking for help to pin the culprit down.

Yes, look into the opening on the rail. There is an open spot where fuel will leak to the bottom of the fitting when the injector line flare is not pressing against the rails.
