I have a 2011 Mega Cab with a 2nd Gen swap with an S464.
The truck has been tuned since, and now the truck feels sluggish; the RaceME tuner only reads ten psi of boost, and my fuel rail pressure shoots up to 23000 psi; which would cause that?

Monitor actual vs. desired boost and rail pressure PIDs.
Do you have any trouble codes?
Have you checked for boost leaks?

If the A\D is off, I would lean towards the FCA being bad on the CP3.
The fuel rail pressure sensor is not too common but does go out eventually.
Do you have a shim kit or plug on the fuel rail?

I have a plug on the fuel rail.
Ok, that helps narrow out fuel is being dumped out at the rail then.
Let us know what the actual vs. desired is; pretty sure it'll be off.

I understand that.
Your issue is most likely the fuel control actuator, and it is sending the wrong signal to the rail, which is saying it is giving X amount of fuel but only getting Y amount.
Hints why you are only getting 10psi of boost at WOT, as stated in the thread.
Easy fix, though, as it's one connection on the back of the CP3 and a cheaper part.
Don't start buying parts yet, do what's mentioned before wasting money.

How many miles are on the truck and CP3 if it's the original?
