Is there any way to check it besides making sure it’s getting the correct voltage?

I’m just curious about ways to test them.
You can perform duty cycle tests with a DVOM or Lab Scope; see attached information.

I drove the truck today and data logged it and had someone look over the data.
He said the truck looks fine-tuning-wise and is making 36-40 psi of boost, but I’m still only showing ten psi, and the truck feels sluggish.
So, it's showing you're getting a proper boost but only showing 10 psi on what? Monitor, scan tool or feels like 10lbs.
It might be worth investigating; check on the turbo where the clamps are for any holes, and see if the rubber portions are recessed around the turbo inlet.
If you had a fuel leak, you'd also smell it with the truck hesitating on startup.

The turbo and boots and everything are brand new.
I’ll double-check it for holes, though.
If you have a way to watch actual and desired, unplug the FCA " electrical connection" and start the truck, DO NOT HIT THE PEDAL as this will give your fuel rail max RP.
If your even off by a few hundred, your issue is the FCA.
Only run the motor as long as needed to see the given numbers you're looking for.
Your motor will sound completely different being given max rail pressure at idle.
Believe mine pegged out around 26-28k on my cts3 when I had that setup.
Edit: It's probably a few thousand off instead of hundreds; I don't recall word for word.
