After fighting with installing the two m8x1.25 bolts that secure the flanged oil drain to the bottom of the turbo, I decided to take a different approach.
I went to the hardware store and bought 2 M8x1.25 cap screws about 30mm long.
Chopped off Allen's head and rounded sharp edges.
Installed the "studs" into the turbo ( drain outlet). Put the gasket over the studs.
This self-aligned the drain flange, and it slid right on.
Installed two manifold nuts, and voila!.
This method took 10 minutes, and I didn't have to pull the drain out of the block.
I wish I had done it in the beginning.
