Mine did before I blocked it off.

I finally got a new FCA & got it installed, and also changed the lift pump filters.
Still have low RP, as much as 8k psi lower actual vs. desired.
Virtually no change with the new FCA.
I'm at a loss.

I would suggest changing out the pressure limiting (Relief) valve next, followed by the cascade overflow valve if necessary.
Meanwhile, hopefully, others will chime in with suggestions.
2014 RAM 3500 (Aisin) 3.73 4X4 Limited Crew Cab Long Bed DRW. Oil Bypass Filter, Fuel Filtration Kit, Cold Air Intake, City Diesel Actuator and 50 Gallon Aux Fuel Tank.
I know that even after the fuel rail pressure valve is activated a few times, the spring inside will tend to lose the proper tension, which leads to starting the valve more periodic.
It could be a weak CP3 if what else was suggested didn't fix the issue.
There can only be so many things that could cause fuel-related conflicts like myself or your situation.
I'll keep tabs on here to try and help.

I finally got a relief valve and got it installed.
Only driven a few miles, but it seems to have fixed the problem.
At WOT, actual RP was within 200 psi of desired.
It peaked at 27,120, which is a number I've never seen.
21-22k was the maximum before the new relief valve.
