Ya fishplate that and welder solid.
Then make a drop bracket and weld the snot out of it.
You will be fine.

Yes, I am in Hawaii and no, not to many pipeliners here but I know a couple welders that can do the job so custom fab looks like where this is headed.
Thanks for the tips, I will post up the fix once we get it done.
FIXED:
I added a 1/8" plate to each side of the bracket, welded it to the perimeter and the top of the mount.
It seems to be holding.
If it breaks again, I will replace the whole mount with a custom one.
