I’ve noticed for maybe the last 2 weeks when the truck downshifts, I hear a whining noise, and when you get to a stop, you don’t hear it anymore.
It almost changes pitch with RPM.
I’ll have to try and figure it out when we get back from vacation.

Silly question have you checked your power steering fluid?

Yep, the power steering fluid is good.
I do have a slight hiss from that that I can’t figure out.
I think I might still have some air in the system.
At first, I thought it was power steering making the whining noise, but I’m pretty sure it’s something else.

So the sound definitely changes with RPM.
I tried revving it a little in neutral and did not hear the noise.
I put it in drive and held the brake and gave it a little gas, and could hear the sound change with RPMs.
Does anyone have any ideas what this could be?

Pressing the brakes uses the power steering/booster try using only the e-brake instead to see if it still makes the noise.

Possibly trans pump?
Sinister Diesel oil bypass
So I put the parking brake on and put it in drive and hit the gas a little you could hear it, but it wasn't deafening.
We are camping on an island, and the speed limit is 25.
You definitely hear it when the RPMs are under 1500.
I’m leaning more towards the steering pump, and I’m making desired trans pressure all the time.
I still have the hissing noise at the steering column, and I’ve replaced the hydro-boost and the hi-pressure line going to it.
I would think if the trans pump were making noise, you would hear it all the time, and I wouldn’t be making the desired line pressure.
