Question: what is considered “lugging” the engine?
I know it’s bad for the bottom end.
At what rpm is it considered lugging?

The only time my 2017 does this on its own is when her 68RFE shifts from 3rd to 4th ---> It's a totally Worthless Shift --->Every FCA engineer who sat at that table at that time of day & decided this was ok - Needs to Be Fired!
The main reason why I do most of my driving in Tow / Haul mode - It's not near as bad - but it still leaves a **** owner scratching his head.
As for RPMs - Sorry, I have never watched the Tach - I normally know it's coming and step into the throttle a little bit to keep her from lugging really bad.
I defiantly will try to avoid any Lugging while towing a Med / Heavy Load.

I try to keep RPM above 1200 and closer to 1400-1500 and up.
But I agree with @SyN that it probably lugs in 4th at low speed the most (with 3.42 gears).

Lugging is really only an issue with manual shift trucks and to be honest its even less of an issue since we were all forced to use ultra low sulfur diesel. A modern automatic should downshift before it becomes an issue that will cause damage. With a manual shift if you are at low rpm in a gear that's too high and refuse to downshift when pulling or trying to gain speed you could cause yourself problems but you would have to work at it real hard and suspend common sense in the process. Mine has the Aisin trans. When towing it will gear down around 1400 when in tow haul mode with a load behind it. In normal mode I notice it shifting up or down more often after tuning so lugging in a non-issue for me.
