This is an old post, but I want to revive it.
I'm in the same boat.
I need a bypass and line-out converter, but I have no idea what to do with the line-out converter.
Does this tap into high-frequency speaker wires and then convert that into signal power for the amp, and the loc also gives input for audio to the amp?

The line output converter does exactly what the name implies.
It converts line level (speaker level) signal to low level (preamp level) signal.
Wiring is super simple, connect your truck speaker wires to the input side of the LOC and connect your sub amp with RCA cables on the output side.
Easy peasy.
Quality units will also provide a remote wire hookup that will tell the amp when to turn on or off based on if a sound signal is present.
This is nice because it saves you from finding a switched circuit to tap.

Thank you, I saw your reply in my other post.
I was looking at the amp, which has RCA input and out.
To get this correct, I need to power and ground the amp and wire the loc to speaker wires which converts it to rca output and signal for the amp input, and that's it.
I was looking at getting the JL audio loc 22, which is very similar to what you posted.
Once the loc is wired to the speaker and RCAs to the amp, nothing else on the loc that needs to be hooked up.
I just noticed it has several wire connections.
I did see my amp has high and low-frequency signal switches, if that means much.

You will also need power and ground for the LOC, but you got it.
Since your amp has high-level inputs, you could try hooking up without the LOC first as long as the amp also has a built-in crossover to filter out the high frequencies from the rear speakers.
With the odd behavior of the 4.5 gen Ram radios, I find that adding a dedicated LOC yields better results.

Ok, thank you. I was looking at the pac ANC bypass harness and figured I could tap off the speaker wire there so I don't have to pull pillars apart.
Do you know if the ANC has switched power sources?
If that's the case, this is simpler than I thought.

I am not sure if the speaker wires are accessible with the ANC harness or not.
My truck has the 8.4 but with a factory amp and sub, so our wiring is a little different.
