Came across a link to this site when researching issues with turbo actuators.
I bought my 2015 Ram 2500 new in October 2015.
It's my first diesel vehicle. Truck currently has 64k miles on it.
Dealer says the actuator isn't covered under the powertrain warranty and quoted $3900 for repair.
No way I'm paying that.

Welcome to the forums. I wouldn't pay that and would have a good laugh at their expense for even having the gall to say it. You could replace the whole turbo for less. I have no idea WTF stealerships are thinking this day and age. That price is honestly an insult.

Yeah, I saw that earlier. Should be an upgrade and don't have to worry about calibrating. If I can't get Chrysler to cover it, that's probably the route I'll go.
