    If you disconnect hot wire to the relay for grid heater and start it I bet there won’t be surging I’ve tried it.

    We believe I've found what's causing this, at least its whats causing it on a powerstroke.

    The VGT and idle command are more or less getting into a fight with each other in a feedback loop.

    For example, ECM is commanding 1000 RPM, engines cold it doesn't want to do that to begin with.

    Then you enable the engine brake which closes the veins on the turbo to add a load to the engine to help it warm up.

    The added load begins to drop RPM and the ECM reaches a point to where it cannot compensate for the load any longer and opens the veins, cycle repeats.

    The surge you hear comes from those veins opening and closing.

    Like I said, that was on a powerstroke, but I dont think its far fetched to say it also whats causing it on a cummins.

    It's nothing to be worried about or that can be tuned out.

    It's just the nature of a cold diesel, they're gonna be dramatic until they get warmed up.

    Mine does this only when it's cold.

    When it reaches operating temp, it goes away.

    Mine just started doing this after I replaced my actuator last night. I used a complete city diesel unit. Only does it when it’s warming up and the exhaust brake is on or all the time, idling, if your running the “whistle” tune. When it’s surging the boost raises and falls slightly along with rpm’s. I unplugged the MAP sensor and it smoothes up right away. Still stays at roughly 93% turbo position, still whistles, just no surging. Hmmmmmm

    On the whistle tune issue, City Diesel has previously disclosed that due to their actuator design, it’s not going to work correctly.

    In interest of adding my .02 c.

    I was having the same issue this past winter, even so bad as the truck was choking down and blowing black smoke on each surge.

    It had never done it before and has been tuned since 2017.

    My solution was a 2nd Gen swap.

    I did notice a fair amount of shaft play when the oe turbo was removed.

    The truck has 114000 miles on it. Perhaps wear/loss of efficiency somewhere is the culprit?
