    Exhaust brake issues

I got a deleted 2013 ram with a very recent turbo replaced( stock oem VGT replacement)My exhaust brake works but not to full capacity.

On the tuner or scanner it shows the VGT% is only at 90% when braking. I've gotten a new exhaust pressure sensor checked the tube.

Reprogrammed the truck just in case and nothing.

I noticed the charge air cooler temps are low or don't move when on the laptop scanner. Made an attempt to change map sensor but bolt must be loctite in there.

Any advice or help? I just want my exhaust brake back!
