    What wire was it? How did it get cut, broken whatever? Has the harness been violated?

    What did you mean the relay is "Not" separate from the ECM? The ECM sends a signal to the relay which activates the pump.

    This is the problem when we can't see it

    It was broken between the in line fuse and the battery.
