1st Gen Fuel Filter Missing - Help!

I just picked up a 1991 intercooled D250. Just changed the oil and filter yesterday, then went to check the fuel filter, and there was no fuel filter where i expected to find it. Should be on the driver's side rear of the engine block, right? Instead there was some other mechanism there which I can't identify. Anybody know what this is and why the previous owner might have deleted the fuel filter? BTW, the truck is bone stock, so there is no aftermarket fuel pump/filter setup anywhere. Thanks for your help on this and let me know if you can't see the 3 pics.
