    That is probably a shaft seal if it's on the inside

    You should see how bad the proliferation of the black stuff is... Does it make it into the hot side boost tube? Does it make it to the intake horn?

    If it is making it all the way to the intake horn, i'd worry about it sooner rather than later, but if it hasn't "crossed" the intercooler yet, I'd clean up the turbo and get on with life.

    You don't have a K&N filter, do you?
