Mounting points in the bed of a truck for a winch

I know you can add 5th wheel and goose neck mounts and have solid attachment to the bed. I have seen winches that are raised up at the top of the bed in the rear. Can I bolt a winch plate/winch to the bed of the truck as close to the cab as possible to pull toys into the bed?

Do our trucks have a bed rail type system like this. Could work okay if I set up a way to remove it for loading building supplies. I'm not sure how strong the L-track system is. This site refers to 5000 lb stud strength http://www.uscargocontrol.com/Ratche...traps-Hardware

Here is a video of a similar device w a winch mounted to it.

I was also thinking about welding 2x2 square tubing to make a hitch receiver in the center about 6 inches up to 2 ft off the floor ( enough to fit wood under it, maybe as high as possible under the bed top so toy tires can roll under it) The welded on side tubing would span over to the sides, 90 deg down to the tie down mounting spots . I can store the winch there all the time and pull it out when I need it in the front or rear receiver.

I want it to be mounted off the floor so I can put plywood and drywall in there which I do often and have come to love how easy it is with an 8ft bed vs lowering my tailgate and tying the plywood down. I'd like to keep it under my bed cover so it won't get stolen. I have a front hitch for the winch but I want to also use the winch to load up toys with the ramps vs driving them up, esp since my truck is pretty high/steep. I'm looking at getting 9ft or 10 ft ramps to help.

I was thinking about unbolting the tie downs and then have the platform feet bolt down there, and put the tie downs on top of those feet/plates. I can't remember right now at work if the bottom tie downs are on the bed floor or walls.
