New vin license or warp tuning

Hey guys got a few questions. I recently traded my 2015 that was deleted and I kept my raceme ultra but updated it to the vin locked version. I bought a 2017 3500 and want to use the programmer.

    Questions are
    1. Do I need to pay 400 for a VIN license plus whatever fee for warp tuning? Or will the warp tuning include the new license as it appears it reads on raceme' s website.
    2. If the vin license is included in the warp tuning, how the he'll do I send a stock file if it's vin locked to my old truck (I did return to stock before I traded it).
    3. Eventually i plan to do a revmax valve body, is that a cheap ads in down the road or is it another 5 to 800 for completely new tunes?
    4. Who makes a really good fuel-efficient tune. My stock deleted raceme was the best tune for fuel mileage I found.
Thanks as always guys for the help before I waste money I don't need to. (I have a bad habit of that).
