A friend of mine bought a roll over 2010 cc ram 2500. He talked to the guy that had it and the previous owner had it deleted and a tuner on it but doesn’t remember what tuner or tube set up was on it. Is there anyway he could buy a new tuner and return it to stock then upload new tunes or is what is in it gonna be his base tune?

Every tuner I knew of, you need the tuner to VIN release and remove the tune before you can use the same or another tuner to program. Other than having the dealership bring it back to stock and starting over again. Your friend better hounding the prior owner for the info and tuner to proceed .. or be ready to spend a lot of money and time.

All tuners these days should overwrite any existing file. Without returning to stock. Doesn't hurt going to a stock file but not really required
Only thing for a stock file is being able to write new custom files. Which you can still pull with a new tuner
