Thanks everyone for your help. I found a quick solution until I can spend the time hard-wiring them in. I just opened the doors so the step came down then crawled under and unplugged the motor so they stay down all the time even when unplugged from OBD. They don't look bad down and its a temp fix so I can run my tuner without problems.
