Low fuel level hard starting issue

Lately whenever I get below half tank, usually around a 1/4 tank, my truck cranks over a lot until it starts and today I went half throttle or so and noticed I had hardly any power.

So watching my fuel rail pressure I noticed its only hitting 21000 psi at WOT.

Is this potentially a fuel pump problem?

No CEL, changed fuel filter 200 miles ago thinking it was possibly that, I'm just not sure.

    Thank you in advance!

@DRD might be able to shed some light on this.

Sometimes lift pumps have issues supplying adequate fuel when the tank level gets low.

Try keeping more fuel in the tank.

Also if your truck has two filters, make sure you change them both.

Otherwise could be a lift pump issue.

10-4 I'll change the water separator filter as well, and yes, when the tank is full she runs good, but as the tank level goes down, so does fuel pressure it seems.
