It's also supposed to smooth the incoming air flow that's why it has that curved section.
I'm no engineer but that sounds wildly debatable, but I'd be interested to see the flow tests.

But the foam is unanimously garbage.

I read that some where’s too. I think it was the dark side.

That plastic piece just rattles around inside the tube at that point and doesn't do anything.
Best bet is to just run a new piece of pipe from turbo inlet to air box.
