Update: It turns out the aftermarket exhaust brake was malfunctioning and was not opening backup. But we also found the inner cooler is split at the seam, it's less than six months old due to an unfortunate event I had with a Jeep. It's OEM but I don't think it can handle a lot of boost. ?

Tell us your complete setup. This is why was always want to know all the mods up front.
Stock intercooler should handle 50 PSI easy

If you were able to blow out the intercooler, then you might want to feel the back sides of the boots for a tare and check all your gaskets. You may have blown out a gasket. What is your boost gauge telling you?
Did you do a grid heater delete?

Yes I did delete the grid heater. We did check the boots and they were good, we even did a smoke test of the system and that's how we discovered the intercooler was leaking. I was able to get about 39 lbs of boost figuring I'm loosing it at the cooler.

Everything looked good no traces of oil on the boots or pipes.
